About Us
The Carmel Utility water system was started in 1929 with a single well and limited distribution. As the system grew, additional wells were added starting in 1946 through 2007. Today the Carmel utility water system operates 20 well sites providing water to four treatment facilities with a capacity of 34 million gallons a day.
Through expansion and acquisitions in 2002 and 2006, Carmel Utilities serves over 29,000 customers distributing water through more than 538 miles of water main.
Carmel Utilities award winning wastewater treatment facility and sewer department provides service to nearly 70 percent of the utility’s water customers, and processes a portion of the waste water for Trico Regional Sewer District and the City of Westfield.

Carmel Utilities is excited to offer residents an easy and convenient method to pay their bills by phone with our automated phone service powered by Invoice Cloud. The pay by phone number is (855) 259-5347. There is no fee for the pay by phone service, but transactional fees for processing payments through Invoice Cloud still apply. The transactional fees for Invoice Cloud processing are $.95 for an electronic check and $2.95 for a credit card.

Pay by text powered by Invoice Cloud is a new easy way to pay your Carmel Utilities bill. There is no additional fee for this service, If you are already registered in the online portal, once logged in you can hover over the My Profile button, then select Update Account Info. In the dropdown, you are able to select how invoice notifications are sent with email & text being an option. If you are not already registered, simply complete the registration process, save a payment method and select pay by text. Please note that transactional fees for processing by Invoice Cloud still apply.

AMI Project: Carmel Utilities is in the final stages of a project to replace aging water meters across the community with new, enhanced equipment allowing for more accurate readings and better water efficiency. This advanced meter infrastucture project began in September 2021. In these late stages of the project, appointments are being made to replace meters in interior locations both in residential and commercial locations.
