General Water Information
Carmel is fortunate because it has some of the purest ground water in the state. Pumped from twenty high production wells, treated at five facilities which are responsible for meeting all EPA and IDEM requirements, then distributed through five hundred seventy nine miles of water main, Carmel is well situated to meet the current and future needs of our growing community.

Public Notices
Meeting the requirements of United States Environmental Protection Agency’s (USEPA) final Lead and Copper Rule Improvements (LCRI), the City of Carmel completed its inventory of more than 32,000 water service lines, both public and private, in its water system, identifying that there are no known lead or galvanized service lines serving customers.
This was determined based upon the following factors and actions:
- Service lines installed after 1987 are non-lead and Carmel’s significant growth as a city occurred after that time Prior to and during this growth the City of Carmel’s building specs indicated that only copper pipe and connectors could be used.
- Aging infrastructure was replaced during redevelopment work, allowing city workers to see lines that are underground in older areas.
- Other lines were inspected as part of city meter changes and records for areas annexed or acquired were reviewed.

Additional steps being taken by the City of Carmel to comply with the LCRI:
- This inventory will need to be updated no less than annually, to include new construction and/or redevelopment. Prior to or by 10/16/2025
- Validate the accuracy of our methods used to compile the Lead Service Line Inventory (LSLI). Within 7 years or by 10/16/31
- Create a Replacement Plan- Not Applicable because there are no known service lines that need replaced.
- Customer requested sampling:
- A systemwide lead action level exceedance- Samples would be collected upon request.
- The consumer is served by an unknown, lead or galvanized service line- Not applicable.
- Evaluate our sampling site locations, prioritizing by tier level. In progress
- Update our sampling plan to incorporate the final LCRI. This includes, but not limited to, the action and trigger levels with required customer notification. In progress
